The General Directorate of Land Registry and Cadastre is the state institution that ensures that the land register under the responsibility of the treasury is kept regularly, carries out contractual and non-contractual title deed transactions and all kinds of registration works related to the real estates in our country, and ensures the establishment of the infrastructure of the spatial information system by making the facility cadastre of our country.
The first land registry organization in our country was established on May 21, 1847 under the name of Defterhane-i Amire Kalemi and continued its duties under various names until the Republic. The current structure and objectives of the General Directorate of Land Registry and Cadastre were determined by Law No. 2997 dated May 29, 1936. It has served under different ministries over time, and was finally affiliated to the Ministry of Environment, Urbanization and Climate Change on July 08, 2011.
The General Directorate of Land Registry and Cadastre, which provides land registry and cadastre services under a single roof with the mission of preserving, updating and putting into service the property ownership details of real estates under state guarantee and the vision of being the leading institution that determines and manages policies for real estates, has a deep-rooted structure with its 175-year history and accumulated experience.
The General Directorate of Land Registry and Cadastre has an effective and wide organization with 24 Regional Directorates, 973 Land Registry Directorates, 81 Cadastre Directorates throughout the country and representation offices abroad.
In our country, land registry offices serve at district level and cadastre offices at provincial level. Land Registry and Cadastre agencies abroad serve within Embassies/Consulates General abroad. Currently, services are provided only at the Consulate General in Berlin, but in a short time, services will be provided at 12 more representation offices in 10 countries.
In our country, title deed transactions must be carried out by the land registry directorate where the real estate is located, but after the regulation made on 01.01.2020, this requirement has been eliminated with the Title Deed Transactions Outside Jurisdiction and the opportunity to make transactions from any land registry directorate other than the location of the real estate introduced.
With this application, transactions can also be carried out if the buyer and seller are at different directorates/representation offices.
Turkish citizens living abroad and foreigners who own real estate in our country or who wish to invest in our country can carry out land registry and cadastre transactions from the country where they are located without the need to travel to the location of the real estate.
For example,when a foreign national living in Germany wants to buy a real estate in Istanbul, s/he can apply to the Berlin Land Registry and Cadastre Representation Office and carry out his/her transactions without the need to come to Türkiye.
Although the service is currently provided only at the Consulate General in Berlin, land registry and cadastre transactions will soon be possible in 12 different representation offices in 10 countries.
